Dyersville Economic Development Corporation is proud to introduce Kelli Brink, our newest member to our management team. Kelli joined our team in November, 2020 with a wealth of marketing, customer service and sales experience, Kelli holds a Bachelor of Arts Degree in Communication Studies with a focus in PR and Marketing from the University of Iowa. Kelli has put her skills to great use, heading up

the Total Fitness side of DEDC and working with our members, instructors and employees and is now looking forward to working with employers to help recruit a quality workforce in the community.

Tax Increment Financing can be a confusing program that is oftentimes misunderstood and mischaracterized by those not fully understanding its importance and benefit to all taxing bodies. In its basic premise, it is simply the reallocation of NEW tax dollars created by new or incremental valuation due to development of designated property. 

TIF enhances our community’s ability to make public improvements, incents companies to make large investments in our community, assists companies in their growth strategies, leverages state and federal funds for downtown revitalization projects and can help redevelop areas of slum and blight.  In fact, it is really the only economic development tool that we have left at the local level to responsibly grow our communities. 

Dyersville has found much success in fostering economic vitality through the responsible use of Tax Increment Financing without ever “taking away” tax dollars from any taxing body. One of the most common myths of Tax Increment Financing is that tax dollars are taken away from other taxing entities. The word “increment” is critical in that only dollars generated from the incremental values can be used to provide the incentives. While each TIF project is considered independently according to the needs and merits of the project, Dyersville has adopted general guidelines that have proven successful and beneficial to all. Generally speaking, only a percentage (usually 80%) of the taxes generated from the incremental value are rebated to the company for a period of ten years, according to our guidelines.

In order to better illustrate the benefits of TIF, we have prepared a case study of an actual project that shows how the allocation of tax dollars flow over the course of a TIF project. While there are many additional tax dollars and economic benefits for a community, county, school district and state through the use of TIF, this graphic deals conservatively and specifically with the property tax distribution.  Debt service and PPEL are never reallocated in a project and are not calculated into the tax distribution on this illustration.
