Big news this past week in Canada, Chile, and Kenya. In Canada, constitutional amendment is again making front-page news. In Chile, voters elected the body of persons who will write the country's new constitution. And in Kenya, the High Court issued a truly historic ruling, holding that the “basic structure” of the Constitution is unamendable.
