City to Bridge Gap Funding for DDA |

The City of Littleton will support the Littleton Downtown Development Authority (LDDA) with $193,517 in federal American Rescue Plan Act (ARPA) funds in 2024 after missing a filing deadline to certify the LDDA’s mill levy in December. Approved by voters in 2022, the LDDA is a quasi-governmental agency supported by property taxes collected via a mill levy within the district’s boundaries surrounding Downtown Littleton. In a presentation to city council February 6, City Manager Jim Becklenberg said city officials believed the LDDA was responsible for submitting its mill levy certification to the county, but in discussions with city and county legal counsel, it was determined the responsibility actually falls on the city government. Becklenberg said allocating ARPA funds to cover the equivalent in expected tax revenue to the LDDA would allow the district to continue providing services like power washing, snow removal, marketing, events and other efforts to support downtown businesses and visitors. Supporting the LDDA in 2024 is also important as the city gears up to invest in a variety of infrastructure and streetscape efforts as part of Project Downtown, Becklenberg said. |

Snow Removal & Maintenance Contract Approved |
|
In October 2023, the LDDA began a pilot program for snow removal services throughout the downtown core along Main Street and Alamo Avenue. To date, service provider, Consolidated Services Group (CSG) has rendered ten (10) snow removal services with a 0" tolerance, meaning crews begin services at the first sign of precipitation and continue throughout the storms. The program has been well received by retailers and property owners, and due to the success of the pilot program, the LDDA will continue its snow removal service and begin including cross streets within the snow removal area. |

In addition to snow removal services, CSG provided two (2) cleaning and maintenance services in the fall/winter of 2023, and has been contracted to continue these services on a monthly basis during the summer and fall of 2024 specifically focusing on custodial maintenance, graffiti removal, and pressure washing. |

Meet District 1 SET Officer, Corporal Luke Bishard |
|
The Littleton Police Department has assigned SET (Special Enforcement Team) Officers to each City Council District. Corporal Luke Bishard has been assigned to cover District 1, which includes the Littleton DDA. What is a SET Officer? The Special Enforcement Team (SET) provides “proactive safety services to the community,” meaning they aim to prevent crime and emergencies before they happen. That can be anything from helping coordinate community events, presenting crime prevention tips, working in partnership with private partners like AllHealth Network on mental health and homelessness issues, to focusing police resources on pattern crimes that may be occurring in our city, and working with the LDDA to form partnerships with the downtown business community. The team often patrols on bicycles to access the city’s parks and trails and are often seen walking throughout downtown. Get to Know Luke Corporal Bishard was hired by LPD in 2012. He has served in numerous roles including S.W.A.T. team, field training instructor, arrest control and tactics instructor and Computer System Validation (CSV) resource officer. Born and raised in Evergreen, CO, Corporal Bishard earned his bachelor’s degree in criminal justice with a minor in sociology from Hastings University in Nebraska. When asked about why he loves law enforcement, Luke says, "The people! I love being out and about in the community and interacting with the people in Littleton." How Do Businesses and Property Owners Interact with SET Officers? SET Officers provide proactive safety services to the community. Should businesses have questions about crime and safety prevention and/or want to share recurring safety and community issues, SET Officers are the best contact within LPD. How Does the LDDA Work with SET Officers? Corporal Bishard will attend monthly LDDA board meetings to get a pulse on the downtown community and happenings and present safety and crime reports on a quarterly basis. The LDDA will begin to host education workshops and trainings throughout the year with Corporal Bishard depending on the business community's needs, which will be surveyed starting this spring. Workshops and trainings could include small business safety, active shooter training, and crime prevention through environmental design.
