As part of the Import risk analysis process that was initiated in 2023, this email is to inform you that the CFIA (Canadian Food Inspection Agency) has completed the review of all risk mitigation proposal submissions regarding the importation of honey bee (Apis mellifera) packages from the United States (U.S.).
CFIA concluded that no feasible, scientifically-supported mitigation measures are currently available to bring all identified risks within acceptable levels. As a result, Canada will maintain its current import restrictions and will not permit the importation of honey bee packages from the United States at this time.
The CFIA's decision is based on risk analysis, in accordance with the Agency’s regulatory mandate under the Health of Animals Act & Regulations, World Organisation for Animal Health (WOAH) international guidelines and Canada’s commitment to World Trade Organisation (WTO) Sanitary and Phytosanitary (SPS) Agreement.
A Notice to Industry was released publicly August 6 on the CFIA’s website which includes a “What We Heard report”, a “Summary of proposals” received and “CFIA’s decision on risk Management”. Corresponding links to these documents, which provide insight to CFIA’s decision, are included on the Notice to Industry web page.
